Council car parks charge £6 all day, 8am to 6.30pm, seven days a week, Sundays included. Birkenhead on-street is £5. Tariffs, permits, fines, station parking.

Wirral Council runs pay and display car parks in four places only: Birkenhead, Heswall, West Kirby and Liscard. It also charges in four country parks. Everywhere else in the borough, including New Brighton, Hoylake, Bebington, Bromborough, Moreton and Upton, has no council pay and display at all.

Three things catch people out.

  • Charges apply seven days a week, Sundays and bank holidays included. The only day the council stops charging anywhere is Christmas Day, and only in the country parks.
  • On-street is cheaper than the car park next to it. An all-day bay in central Birkenhead is £5. An all-day space in a council car park is £6.
  • The machines take no cash. Card, phone or the JustPark app only, across every council car park in Wirral.

The council does not publish a coach tariff we can quote with confidence. Its own car park page gives two different figures for coaches at Europa Pools, £6 in the tariff block and £5 in the table underneath. Ring the council before you rely on either.

Treat the Europa Square figure with care. The council’s tariff page still lists 88 spaces there while also saying the car park has been in temporary closure since May 2025 for the Europa Boulevard and Conway Street works. The scheme documents say 50 spaces will be lost permanently to open up the route between Conway Park station and the town centre. The council points drivers instead to the Grange multi-storey off Conway Street, which is not a council car park: it has 495 spaces and costs £2 a day (Wirral Council).

The four country parks that charge are Arrowe, Eastham, Royden and Wirral Country Park. Charges there run 8am to 6.30pm every day except Christmas Day.

Free parking, and the traps

Council parking in Wirral is free outside 8am to 6.30pm. Before eight in the morning and after half past six in the evening you pay nothing, in the car parks, in the country parks and in the Birkenhead on-street bays alike.

The traps are the days.

  • Sunday is a full charging day. So is every bank holiday. Wirral is unusual in this: plenty of councils go free on a Sunday, and this one does not.
  • The Birkenhead Controlled Parking Zone operates 8am to 6.30pm each day, not Monday to Saturday. You cannot park on a single yellow line inside it at any time (Wirral Council).
  • Christmas Day is only free in the country parks. The council’s town car park pages set no Christmas exception at all.

If you are parking in central Birkenhead for the day, take the on-street bay. The council’s CPZ covers 53 named streets, including Hamilton Square, Argyle Street, Grange Road East, Conway Street, Church Street, Market Street, Price Street and Chester Street. All day there is £5, against £6 in the car park.

Only three residents zones in Wirral charge, because only three were set up after 2007: Zone G on Manor Lane in Wallasey, Zone H on Heath Drive in Heswall, and Zone J on the roads behind the Floral Pavilion in New Brighton. Everywhere else the permit is free. Each household in a scheme can also have one visitor permit, and permits are not transferable.

Getting a new scheme started is a high bar. The council wants a minimum of 300 properties with at least 80% support, and estimates the set-up cost at about £75 per property as a one-off, plus £10 a year per permit. Below 300 properties it says the per-property cost will be higher.

Country park permits and residents permits are both applied for through the council’s NSL Apply portal. Renewal opens 28 days before expiry, and if you let a permit lapse you have to apply again from scratch.

Blue badges and disabled bays

Blue badge holders park free and with no time limit in the four country parks, provided the badge is on display (Wirral Council). The council does not set out an equivalent concession for its town centre pay and display car parks, so assume you pay there unless a sign says otherwise.

There are 84 blue badge bays across the council’s pay and display car parks. The best provision is at Europa Pools, with 22, and Europa Square, with 14. Cook Street, Hinson Street, Wilbraham Street, Upper Mount Avenue, Rocky Lane and Liscard Crescent have none at all.

One thing worth knowing about on-street bays: Wirral’s disabled parking bays are advisory only. The council states plainly that it is “not possible for Wirral Council to enforce who may or may not use the bay”. If a car without a badge takes the bay outside your house, the council cannot ticket it.

Station parking is free everywhere it exists

Wirral’s Merseyrail and Borderlands stations do not charge for parking. What varies is whether there is a car park at all, and the busiest destination stations are the ones without.

Eleven Wirral stations have no car park at all: West Kirby, New Brighton, Hamilton Square, Conway Park, Birkenhead Central, Birkenhead Park, Port Sunlight, Bromborough Rake, Manor Road, Wallasey Village and Upton. West Kirby and New Brighton are the two that matter most on a summer weekend, and in both cases the answer is a council car park. West Kirby has 344 council spaces between Dee Lane and the Concourse. New Brighton has none, so everything there is private.

The 50% discount runs for 14 days from issue, or 21 days if the notice came by post. If you appeal inside the discount period and lose, the council still lets you pay the discounted rate (Wirral Council).

Two details in the council’s own schedule are worth having. If you were parked legally in a bay when you arrived, a ten minute grace period applies before a ticket can be issued. And several contraventions carry no observation period at all: stopping on a crossing, parking in a suspended bay and parking in a disabled bay without a badge are all instant.

Paying, and the QR code warning

Every council machine in Wirral is cashless. You pay by card at the machine, by phone, or through the JustPark app, which charges 6p a transaction. Each car park has a location ID printed on the machine, and that is all the app needs.

The council has issued a specific warning about this. JustPark does not use QR codes on Wirral’s parking machines. Any QR code stuck on or near a machine is fake, and the council says not to scan it or enter your details (Wirral Council).
